Abstract
Early marriage is a form of violation of the fulfillment of children's rights and protection. This is a form of evidence of the implementation of the ratification of the Convention on the Rights of the Child which aims to protect the interests and fulfillment of rights in Indonesia. Yogyakarta City is one of the big cities in Indonesia with a significant and representative population, resulting in many cases of marriage dispensation requests. The location of this study was chosen for several reasons, one of which is that Yogyakarta City is an area with the highest number of early marriages in the Special Region of Yogyakarta Province. Meanwhile, Yogyakarta City has closeness to education, economic access, and adequate infrastructure compared to other areas in the Special Region of Yogyakarta. To overcome this problem, the government through the Women and Children Empowerment and Protection Service (PPA) as a regional institution provides services to families to create gender-equal families and comply with children's rights through the Family Learning Center (PUSPAGA). Therefore, the author is interested in conducting research on the extent to which the effectiveness of the PUSPAGA Kenari marriage guidance program is in reducing early marriage in Yogyakarta City. The method used in this study is qualitative descriptive-analytical. This research approach uses Talcott Parsons' AGIL structural-functional theory to analyze the effectiveness of the PUSPAGA Kenari marriage guidance program in reducing early marriage in Yogyakarta City. The results of the research on the effectiveness of the PUSPAGA Kenari marriage guidance program in reducing the number of early marriages in the city of Yogyakarta based on the social and structural functional influences of Talcoot Parsons are as follows: based on the analysis of social influence, PUSPAGA Kenari is able to create influence through compliance with regulations, identification with role models, and internalization of new values in society. With a strategy that touches on emotional, social, and cultural aspects, PUSPAGA Kenari becomes a real and sustainable agent of social change in an effort to prevent early marriages in Yogyakarta. Meanwhile, based on the analysis of AGIL Talcott Parsons, PUSPAGA Kenari has carried out its role effectively in reducing the number of early marriages in the city of Yogyakarta. Through the ability to adapt to community needs (adaptation), set and achieve program goals (goal attainment), establish cooperation with various parties (integration), and maintain positive social values (latency), PUSPAGA Kenari helps create social stability and strengthen family resilience as the main foundation in child protection.
