Abstract
The phenomenon of high divorce rates in Indonesia, especially in Purworejo Regency, is a problem that has an impact on the integrity and resilience of the family. One of the main causes of divorce is ongoing arguments in the household. In order to reduce the divorce rate and form a family that is sakinah, mawaddah, and rahmah, the Ministry of Religion of the Republic of Indonesia through the KUA requires brides-to-be to follow pre-marriage guidance. KUA Purworejo 1 has started organizing this guidance program regularly since February 2024. However, in its implementation, various obstacles were found, such as limited speakers, lack of operational funds, and lack of awareness of participants to participate in the program and problems faced by the participants. The problems studied in this study include (1) How are the efforts made by KUA Purworejo 1 in resolving the factors that cause problems in the implementation of pre-marriage guidance in 2024, (2) How is the Sociology of Islamic Law review of the efforts made by KUA Purworejo 1 in solving the factors that cause problems in the implementation of pre-marriage guidance in 2024. The type of research used in this thesis is field research which is descriptive analysis. Data collection techniques are carried out through interviews, observations, and documentation. The research approach uses the sociological approach of Islamic law. The theory used is the sociological theory of Islamic law from M. Atho' Mudzhar which views Islamic law as a system that lives and develops in society. The focus of this theory lies in how institutions or community organizations such as KUA as implementers of Islamic law play a role in dealing with social problems, including in the context of the implementation of pre-marriage guidance. The data analysis used is qualitative data analysis that is inductive. The analysis techniques used are the Miles and Huberman models which include data reduction, data presentation, and conclusion drawn. The results of the study show that KUA Purworejo 1 has taken a number of steps in dealing with obstacles in the implementation of the program, such as adjusting the schedule so as not to clash with the service schedule, as well as trying to establish communication with the Ministry of Religion Purworejo to support the budget in the implementation of this program. In addition, KUA also responded to the obstacles faced by the participants and welcomed positively the proposals given. From the perspective of the Sociology of Islamic Law, this effort reflects the active role of the KUA as a socio-religious agent that supports the enactment of Islamic law in society. The involvement of KUA in shaping the understanding of family law through this program also shows that Islamic law is responsive to the social realities that develop in society.
