Abstract

This study aims to analyze how disaster communication management is implemented by the Regional Disaster Management Agency (BPBD) of Sleman Regency in preventing the spread of anthrax, which is classified as a non-natural disaster. A descriptive qualitative approach was used, with data collected through in-depth interviews, observations, and documentation. The theoretical framework applied is the communication management model developed by Cutlip, Center, and Broom, which consists of four stages: defining the public program, Planning and Programming, Taking Action and Communication, and Evaluating The Program. The findings indicate that BPBD Sleman has implemented these four stages in an adaptive and collaborative manner. The agency successfully identified anthrax as a public issue requiring immediate attention, developed communication plans through outreach programs and cross-sector coordination, and disseminated information via trained internal staff and social media platforms. Program evaluation was conducted jointly with relevant agencies, focusing on both technical response and the effectiveness of public communication. Despite limitations in funding and the suboptimal reach of direct outreach efforts, the communication strategies employed by BPBD have contributed to raising public awareness and reducing the spread of anthrax in the region.
