Abstract

Productive mosque-based waqf is a strategic instrument to strengthen the Islamic financial system, foster mosque economic independence, and expand the mosque’s socio-economic functions for the community. However, at the national level, many waqf assets remain passive and have yet to contribute optimally to economic empowerment. This study aims to analyze the objectives, key actors, strategies, business units, and alternative models of implementing productive waqf, with a case study of Jogokariyan Mosque in Yogyakarta. Using a descriptive qualitative approach through interviews, literature review, and expert questionnaires, the findings reveal three main elements of empowerment: (1) human resources consisting of mosque waqf nadzir, mosque management (takmir), and community participation; (2) empowerment strategies based on transparency and accountability, innovation, literacy, sharia management, and regulatory compliance; and (3) mosque-based productive waqf business units. The primary goal of empowerment is to achieve mosque economic independence, thereby strengthening community welfare and social-religious functions. The most strategic implementation alternative is management under a mosque waqf institution with the option of collaboration with professional partners. This study highlights the importance of integrity-driven human resources, professional governance, accountability, and innovation in positioning waqf as a sustainable pillar of the ummah’s economy.
