Abstract
Achieving the Sustainable Development Goals (SDGs) at the village level requires cross-institutional collaboration. However, in practice, such collaboration is often difficult to realize due to differing orientations and interests among institutions. One institution with significant potential to build strategic partnerships is the Badan Usaha Milik Desa (BUM Desa, Village-Owned Enterprise), which focuses on strengthening the village economy. Unfortunately, collaborations between BUM Desa and other institutions, such as pondok pesantren (Islamic boarding schools), are rarely found. In fact, pondok pesantren are socio-religious institutions with strong networks and significant influence within communities. A notable example of collaboration between a BUM Desa and a Pondok Pesantren Modern Islam (PPMI) Assalam can be found in Sukoharjo Regency. This study aims to analyze the collaboration model and explain the underlying reasons for the cooperation between BUM Desa and a pondok pesantren—two institutions with differing orientations—in supporting the achievement of SDGs. This research employs a qualitative approach with a case study method. Data were collected through interviews with BUM Desa managers, pondok pesantren leaders, village government officials, and community figures, as well as through observation and document analysis. Data were thematically analyzed through data collection, condensation, display, and conclusion drawing. The findings reveal that collaboration between BUM Desa and PPMI Assalam in supporting the SDGs emerged from mutual needs— specifically, BUM Desa required productive human resources, which PPMI Assalam could provide. This collaboration materialized through nine initiatives: four in the economic sector, three in the social sector, and two in the environmental sector. Four key aspects facilitated the collaboration: (1) initial conditions, (2) institutional design, (3) facilitative leadership, and (4) collaborative dynamics (including trust, dialogue, and shared understanding). The collaboration between an economic entity (BUM Desa) and a religious entity (pondok pesantren) proves to be a viable model for inclusive and sustainable village development. These findings support the Collaborative Governance theory of Ansell and Gash (2008), particularly regarding the importance of trust and facilitative leadership. The study also reinforces Dees’, J.G. (1998) Social Enterprise Theory, which emphasizes the role of social values in economic practice, and aligns with the Stewardship Theory of Davis et al. (1997), which views organizational actors as stewards of the common good. Furthermore, the collaboration model affirms Triyuwono’s (2006) Sharia Enterprise Theory, which integrates spirituality and social justice in enterprise governance (religious values). This research contributes to the literature on community-based governance by incorporating a collaborative, cross-sectoral perspective—religious and economic—at the village level. It opens a new space in village development studies, offering a contextually relevant alternative approach to achieving the SDGs through local values and spirituality.
