Abstract

This research discusses the consistency of Village Fund management in Olor Village, Banyuates District, Sampang Regency, in 2024. The focus of the study is directed toward how the implementation of the Village Fund is managed in accordance with the principles of good governance as well as within the framework of siyasah tanfidziyah, which emphasizes the values of trust (amanah), public interest (maslahah), transparency, accountability, and justice. The main problem addressed is how the practice of Village Fund management responds to the needs of the local community while adhering to existing regulations. This study employs a qualitative method with a descriptive-analytical approach. Data were collected through interviews with village officials, community leaders, and beneficiary residents, supported by documentation of Village Fund realization reports from 2016–2024. Data analysis was conducted by linking the theory of siyasah tanfidziyah, the principles of good governance, and the prevailing regulations regarding Village Funds. The findings indicate that Village Fund management in Olor Village has reflected participatory principles through village deliberations, although transparency still needs improvement, particularly in communicating budget reports to the public. From the perspective of siyasah tanfidziyah, village officials act as trustees by channeling funds for infrastructure development, community empowerment, and social assistance during the pandemic. However, challenges remain, including the lack of information disclosure, weak coordination, and limited capacity of village apparatus.
