Abstract
This research is based on the era of globalization, which is marked by the rapid development of technology and information. In this era, education faces significant challenges to prepare a capable generation to compete globally. MTsN 1 Kebumen as a research and academically superior madrasah recognized through Decree of the Minister of Religion No. 184/2019 and Letter of Decree of the Directorate General of Islamic Education No. 1834/2021, has taken strategic steps by developing a research class program to equip students with 21st-century skills such as critical thinking and research literacy. However, the implementation of this program is not without complex challenges, ranging from teacher competency gaps and low student interest, to changes in learning patterns and policies to additional services that are still under development. This research aims to identify the implementation of strategic management for the special research class program at MTsN 1 Kebumen, examine the program's results, and identify supporting and inhibiting factors for its implementation. This research uses a descriptive qualitative method. The informants were selected using a non-probability sampling technique, a type of purposive sampling, where informants were intentionally selected based on the criteria: knowledge, understanding, and experience of the research topic, to ensure relevant and indepth data. The data were collected through in-depth interviews, observation, and documentation. The data analysis techniques used were data condensation, data display, and conclusion drawing. This study uses triangulation of sources and techniques. The results indicate that the implementation of strategic management for the special research class program at MTsN 1 Kebumen encompassed the stages of strategy formulation, implementation, and evaluation. The results of the special research class program on developing students' research potential include: 1) improved student skills in writing scientific papers, 2) achievement at the regional and national levels, and 3) development of student character and soft skills. This is supported by factors such as policy support from the madrasah, the provision of research activity facilities, and the central role of the research supervisor teacher. The inhibiting factors include: limited learning time, limited funding, varying student interests, and teacher capacity development that requires continuous development. This research contributes to the growing body of research on the implementation of strategic program management, particularly regarding the strategic management of research programs in madrasah.
