Abstract

The participatory oversight campaign is a program designed to involve the public in supervising the implementation of general and regional elections. This study examines the "Participatory Oversight" Campaign Management by Bawaslu Purbalingga Regency as an Effort to Enhance Community Role in the 2024 Regional Election (Pilkada).Using a qualitative descriptive method, this research aims to identify how this campaign management was implemented. Primary data was collected through in-depth interviews with Bawaslu's campaign implementers, supported by secondary data from documentation. The data analysis was strengthened by triangulation using James E. Grunig's Situational Theory of Publics. The research findings indicate that Purbalingga Regency Bawaslu successfully implemented all stages of campaign management effectively. Planning was conducted meticulously, including a problem analysis focused on the potential for public participation. In the implementation phase, Bawaslu applied various smart communication strategies to overcome barriers (constraint recognition) and increase problem awareness (problem recognition) and the level of involvement (level of involvement). The evaluation phase shows that this campaign successfully moved the public from a passive state (latent public) to an active state (active public), evidenced by an increase in the number of reports. Nonetheless, challenges related to constraint recognition still present a barrier that needs further attention. Overall, Purbalingga Regency Bawaslu was able to use campaign management effectively to change public behavior and increase participation in the 2024 Pilkada oversight process.
