Abstract
The illegal distribution of Class G Drugs in Bantul Regency represents a serious issue in both legal and public health domains. Drugs that should only be obtained with a doctor’s prescription are still widely circulated without strict supervision, creating risks of misuse, addiction, and even death. In 2024, the Bantul Resort Police recorded 56 cases of illegal Class G drug distribution, a figure that remains significantly higher compared to other narcotics offenses. This phenomenon raises questions regarding the effectiveness of law enforcement measures as well as the criminogenic factors behind the persistence of such crimes. This study aims to examine and analyze law enforcement efforts by the Bantul Resort Police in handling cases of illegal Class G drug distribution, and to identify the criminogenic factors driving individuals to engage in such activities. The research applies an empirical juridical method, utilizing data collected through interviews with investigators from the Narcotics Unit of Bantul Resort Police and inmates at Bantul Class IIB Prison, combined with literature studies on relevant legislation and criminology theories. The findings reveal that law enforcement has been carried out through repressive measures, such as investigation, arrest, and detention, as well as preventive measures, including legal counseling and public awareness campaigns. However, the effectiveness of these efforts is hindered by limited human resources, insufficient facilities and infrastructure, and weak supervision over drug distribution, particularly through online platforms. On the other hand, the predominant criminogenic factors include economic pressure, low education levels, weak legal awareness, and social environmental influences. An analysis using Robert K. Merton’s anomie theory demonstrates that such offenses are a response to structural inequality, where individuals resort to illegal means in order to achieve socially recognized economic goals. In conclusion, the problem of illegal Class G drug distribution in Bantul is not solely a matter of law enforcement but also a broader socio-economic issue. Addressing this requires a multidisciplinary approach that not only emphasizes legal measures but also focuses on economic empowerment, education, and strengthening public legal awareness.
