Abstract

The Electronic Aspiration and Complaints (SAE) Absorption Program is a new program owned by the Regional Office of the Ministry of Religious Affairs of the Special Region of Yogyakarta (Kanwil Kemenag DIY). The SAE program was created due to the large number of wild complaints that were misdirected and ended up with the Ombudsman. So SAE was created as an effort to improve the quality of public services and as a means of communication to bridge the community with the DIY Kemenag DIY Regional Office directly and efficiently. With the SAE application feature, the community can convey aspirations, complaints, or useful input to the DIY Kemenag DIY Regional Office. The DIY Kemenag DIY Regional Office hopes that this program is right on target and can be utilized well by the community. Therefore, a structured and organized socialization process is needed in the SAE program. Communication management is one effort that can be done by the DIY Kemenag DIY Regional Office to assist the socialization process. This study aims to analyze and apply communication management in the socialization of the SAE program through John Middleton's communication planning model. The study was conducted using qualitative analysis with descriptive methods. The results obtained show that communication management through communication planning applied to the socialization of the SAE program provides a structured planning flow so that socialization can be carried out well and helps the socialized program to be better known to the public.
