Abstract

Traditional markets play a vital role in supporting local economic activities and community interactions, while also serving as an important instrument in the implementation of regional autonomy. Pasar Gayamprit, as one of the traditional markets in Klaten Regency, faces several challenges, including limited infrastructure, increasing competition from modern retail, and the need to align market governance with regional regulations. Therefore, this study is significant in assessing the effectiveness of Regional Regulation of Klaten Regency Number 10 of 2019 and examining the extent to which the management of Pasar Gayamprit in 2024 complies with the regulatory standards. This research employs a qualitative approach using an empirical juridical method. Data were collected through direct observation, interviews with officials from the Department of Cooperatives, SMEs and Trade (DKUKMP), market managers, and vendors, as well as through document and regulatory reviews. The data were analyzed inductively by categorizing the information into relevant themes, connecting normative provisions with social realities, and applying legal effectiveness theory and good governance principles to comprehensively evaluate the implementation of the Regional Regulation. The results indicate that the management of Pasar Gayamprit in 2024 operates relatively well and aligns with most provisions of the Regional Regulation, particularly in terms of organizational structure, vendor arrangement, and retribution mechanisms. However, several aspects remain suboptimal, including inadequate infrastructure, weak documentation of evaluations, and unsystematic empowerment and supervision efforts. In conclusion, while the implementation of the Regional Regulation is generally on the right track, further institutional strengthening and facility improvements are required to enhance the overall effectiveness of market governance.
