Abstract

The Pelangi Berkah Program organized by the Gedongtengen Religious Affairs Office (KUA Gedongtengen) in Yogyakarta is an innovation in community empowerment through a holistic approach in the fields of religion, economy, and environment. The background of this program is rooted in the need to improve the quality of life of the community not only from a spiritual perspective but also in terms of economic and social environment aspects. This is based on the reality that integrated empowerment is the key to sustainable welfare and social harmony. The main focus of this study is to understand the implementation of the Pelangi Berkah program and review its impact on improving the quality of life in the Gedongtengen community, while also analyzing its conformity with the principles of Maṣlaḥah Mursalah from the perspective of Islamic law. This study uses a qualitative method based on the theory of Maṣlaḥah Mursalah. The method applied is field research to obtain direct data from the research subjects. Data collection techniques were conducted through systematic interviews with the Gedongtengen KUA and participants of the Pelangi Berkah program, complemented by related documentation. The collected data were then classified and analyzed qualitatively using an inductive method to gain a deep understanding of the implementation and impact of the program. The results of the study indicate that, according to the theory of Maṣlaḥah Mursalah, the Pelangi Berkah Program has fulfilled all elements of maṣlaḥah mursalah, both in terms of its relevance to the actual conditions and needs of the community, its compliance with the naṣṣ and the principles of Islamic law, and its provision of tangible benefits for individuals as well as the broader society. The study also shows that the program has been implemented optimally through various activities, including religious guidance through TPA and study groups, assistance and additional capital for small business actors, a home renovation program for underprivileged families, and the installation of street lighting to improve environmental quality. The implementation of these activities not only delivers direct benefits but also contributes to raising social awareness and fostering community participation in achieving collective welfare, in accordance with the values of public interest (maṣlaḥah) that represent the objectives of the Shari‘ah (maqāṣid al-syarī‘ah).
