Abstract

Sexual violence is a human rights violation that has serious physical, psychological, and social consequences for victims. Yogyakarta, a center of education and culture, faces complex challenges in addressing the increasing number of sexual violence cases. To address the need for more comprehensive legal protection, the government passed Law Number 12 of 2022 concerning Criminal Acts of Sexual Violence (UU TPKS). This law is expected to strengthen the law enforcement system, guarantee victims' rights, and encourage systemic prevention of sexual violence. However, the increase in reported cases in Yogyakarta following the law's enactment raises questions: has the TPKS Law been effective or has it uncovered the reality of violence that has been hidden. The research method used is a juridical-empirical approach with a descriptive-analytical approach. Primary data were obtained through field studies in the form of interviews with officers from the Women and Children's Service Unit (PPA) under the Criminal Investigation Unit of the Yogyakarta Police and observations of the case handling process. Meanwhile, secondary data were collected from legal documents, statistical reports from the Yogyakarta PPPA Service, and relevant academic literature. This study aims to examine the implementation of the TPKS Law by the Yogyakarta Police and analyze its influence on the reporting trends of sexual violence cases in the region. The study found that after the enactment of the TPKS Law, there was an increase in reported sexual violence cases in Yogyakarta City, from 1,187 cases in 2023 to 1,326 cases in 2024. The Yogyakarta City Police (Polresta) has adjusted procedures, trained investigators, and strengthened inter-agency coordination. However, the effectiveness of case resolution still faces obstacles such as complex evidence, social pressure on victims, and limited resources. This study concludes that the successful implementation of the TPKS Law requires synergy between law enforcement officers, supporting institutions, and the community, as well as strengthening the ongoing monitoring and protection system.
