Abstract

Political education is key to forming a society that understands its rights and obligations in state life. Political parties, as pillars of democracy, have a significant responsibility to conduct political education, not only for internal cadres but also for the general public, as mandated by Law Number 2 of 2011 on Political Parties. In Yogyakarta City, PDI-P, which won the most votes in the 2024 General Election, runs various political education programs such as party schools, tiered cadre training, public discussions, outreach programs, and digital-based political education. This research examines how PDI-P Yogyakarta City implements this legal mandate and the extent of its effectiveness in raising public political awareness. This research employs an empirical juridical method with a qualitative approach. Primary data was collected through interviews with PDI-P Yogyakarta City officials, while secondary data was obtained from books, journals, legislation, and related literature. To analyze the effectiveness of political education implementation, this research uses Soerjono Soekanto's theory of legal effectiveness and the maslahah mursalah theory from an Islamic law perspective. Both theories are used to examine whether the implementation of political education complies with applicable legal norms and whether the program brings benefits to society. The research findings show that PDI-P Yogyakarta City has conducted political education in accordance with the provisions of Law No. 2 of 2011. The programs implemented have had a positive impact on increasing public political awareness, especially among grassroots communities and the younger generation. However, the abstention rate in Yogyakarta City, which reaches 35%, indicates that there is still a gap between the efforts made and the expected results. From the maslahah mursalah perspective, political education is an effort to realize public welfare by forming citizens who are legally aware and active in democracy. Therefore, political education should not merely be used as a tool for electoral purposes, but must serve as an instrument for building national character and strengthening a healthy democratic culture.
