Abstract

Cosmetics are one of the products offered to fulfill consumers' secondary needs to appear more beautiful and attractive or ingredients used to provide beauty and health benefits to the body. The increasing use of cosmetic products among Muslim consumers highlights the need for greater attention to the halal status of such products, especially as cosmetics have become an essential part of daily routines rather than merely complementary items. However, many Muslim consumers continue to use cosmetics without halal certification, despite the implementation of Law Number 33 of 2014 concerning Halal Product Assurance (JPH) in Indonesia. This phenomenon raises important questions regarding the extent of Muslim consumers’ legal awareness in understanding, responding to, and applying halal regulations, particularly within the cosmetic sector. Therefore, this research aims to answer two main questions: what factors influence Muslim consumers to use cosmetics without halal labels, and how is their level of legal awareness regarding these products in Sleman Regency. This study employs a descriptive qualitative research method, with data collected through in-depth interviews involving 25 Muslim cosmetic users residing in Sleman Regency. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The research is grounded in Soerjono Soekanto’s theory of legal awareness, which consists of four key indicators legal knowledge, legal understanding, legal attitude, and legal behavior combined with the legal framework provided by Law Number 33 of 2014 on Halal Product Assurance. The results of this study indicate that the level of legal awareness among Muslim consumers in Sleman Regency is still low and has not been internalized in their consumption behavior. Consumers have limited knowledge of halal regulations and understand the normative importance of the halal concept, but do not make it a primary consideration in purchasing cosmetics. A positive attitude towards halal labels does not fully encourage legally compliant consumer behavior. Factors influencing the use of cosmetics without halal labels among Muslim consumers include economic factors, need factors, product effectiveness factors, and environmental factors. Therefore, As long as there are benefits felt from cosmetic products that are not yet halal labeled, consumers will continue to buy these cosmetic products. This study confirms that practical and social considerations are more dominant than legal awareness in the cosmetic consumption behavior of Muslim consumers.
