Abstract

The phenomenon underlying this research is the persistent problems experienced by consumers in using the services of PT. PLN (Persero), particularly in Sriharjo Village, Imogiri District, Bantul Regency. These problems include power outages without prior notification, limited access to information regarding schedules of disruptions or maintenance, and the suboptimal literacy and understanding of consumers’ fundamental rights which should ideally be recognized and understood. This situation has created public concern among household consumers, subsidized groups, and small business actors alike, since electricity is a vital necessity closely tied to social, economic, and business continuity aspects. These problems highlight the imbalance between the obligations of the service provider and the rights of consumers that ought to be protected. This study aims to analyze the forms of consumer protection for PLN service users, both from the perspective of positive law and Islamic economic principles. The method employed is juridical-empirical, combining normative analysis of legislation concerning electricity and consumer protection with field research through interviews and questionnaires with the people of Sriharjo Village. Primary data were obtained directly from PLN consumers, while secondary data were collected from academic literature, official documents, and governmental regulations. The data were analyzed qualitatively to connect the factual conditions in the field with theories of consumer protection and Islamic economics values, particularly the principle of justice (‘adl) and the protection of consumer rights. The findings of this research indicate that although PLN has made efforts to implement service quality standards as regulated in Law No. 30 of 2009 on Electricity and Minister of Energy and Mineral Resources Regulation No. 27 of 2017 on Service Quality Standards and Costs Related to the Distribution of Electricity by PT PLN, in practice the community of Sriharjo Village still frequently experiences unannounced power outages, limited access to information regarding service disruptions, and low consumer literacy concerning their rights, which further exacerbates the lack of fulfillment of consumer rights in the village. From the perspective of Islamic economics, this condition contradicts the principle of justice, as consumer rights are not placed in balance with the obligations of the service provider. This study recommends the need for greater transparency, consistent enforcement of regulations, and the application of justice principles in public electricity services so that consumer protection can be optimally realized.
