Abstract
A community empowerment program requires the involvement of not only the community or government, but also various stakeholders who share the same goals. The involvement of these various stakeholders is crucial to ensure the program runs smoothly, design more relevant and effective programs, find solutions to challenges, and strengthen needed resources and capacity. Many community empowerment programs stall midway due to poor collaboration between stakeholders or stakeholders not fulfilling their roles properly. This study aims to analyze stakeholder involvement in the Pandawa Patra Program in Tamansari District, Boyolali, with the hope of providing an overview of the role of each stakeholder, their level of involvement, and the obstacles and challenges faced. This study used a qualitative research method with a case study approach. Data were collected through interviews, observation, and documentation studies, which were then analyzed using data triangulation techniques. The results indicate that stakeholders involved in the Pandawa Patra program include: 1) Academics as conceptualizers, 2) Businesses as enablers, 3) Communities as accelerators, 4) Government as regulators, 5) Local Heo as facilitators, and 6) Media as expanders. Factors driving stakeholder involvement include actor participation, perspectives, accessibility, individual values, legality, professionalism, effective communication, and motivation and policies. Factors inhibiting stakeholder involvement include the failure of actor perspectives, differences in perspectives among group members, interpersonal conflicts within the group, unresolved business risks, and dependence on conventional planting methods.
