Abstract

The game industry is one of Indonesia’s creative industry subsectors that has experienced rapid growth and holds significant potential to contribute to the national economy, driven by increasing digital technology adoption and internet penetration. However, local game developers, as key actors within this industry, continue to face serious challenges in accessing bank financing due to a mismatch between the industry’s characteristics intellectual property (IP) based assets, high risk, and project-oriented business models and the conservative nature of banking finance, which relies on tangible collateral and stable cash flows. This study aims to identify the gap between the financial needs of game developers and the readiness of banking financing in Indonesia, analyze the main challenges in accessing funding, and formulate strategies to bridge this gap using a Lean approach. The research employs a qualitative descriptive method with a case study of the game developer financing ecosystem in Indonesia, based on literature and policy analysis and in-depth interviews with relevant stakeholders. The findings reveal that the financing gap is structural and multidimensional, encompassing expectation gaps, business model performance gaps, and legitimacy gaps, particularly related to the limited recognition of IP as acceptable collateral by banks. Financing challenges arise at technical, fundamental, systemic, and internal developer levels, including constraints in IP valuation and financial literacy. From a Lean perspective, this study proposes a dual-track funding value stream strategy through the optimization of contract-based financing, the use of security crowdfunding as a pre-banking pathway, and strengthened ecosystem and government involvement in derisking processes to support more adaptive and sustainable financing for Indonesia’s game industry.
