Abstract

Domestic violence (KDRT) remains a serious form of gender-based violence in Indonesia, particularly affecting women. Although the state has provided a legal framework through Law Number 23 of 2004 on the Elimination of Domestic Violence, empirical practices demonstrate a recurring tendency of victims to withdraw reports that have already been submitted. This phenomenon indicates that victims’ legal decisions cannot be understood solely as juridical matters, but are also shaped by psychological, social, economic, and familial dynamics. This research employs an empirical qualitative research design with a case study approach conducted at the Women and Children Service Unit (PPA) of the Yogyakarta City Police (POLRESTA Yogyakarta). Primary data were obtained through interviews with investigators handling domestic violence cases in which reports were withdrawn by the victims, while secondary data were derived from official documents, institutional reports, and relevant literature. Data analysis was carried out using thematic analysis, which includes data reduction, data presentation, and conclusion drawing by linking field findings to the theoretical framework of family resilience proposed by Froma Walsh. The findings reveal that victims’ decisions to withdraw domestic violence reports are strongly influenced by dimensions of family resilience, particularly family belief systems, organizational patterns, and communication processes. Factors such as the meaning attributed by the family to violent experiences, expectations regarding marital continuity, economic pressures, involvement of extended family, and internal family communication constitute major considerations in the decision-making process. From the perspective of Islamic Family Law, the withdrawal of domestic violence reports carries significant implications for the sustainability of marital relationships, the fulfillment of spouses’ rights and obligations, and the protection of victims, thereby requiring a more empathetic, contextual, and substantively just legal approach.
