Abstract
The increasing popularity of beauty clinics in the digital age has led to the The emergence of illegal medical practices by irresponsible individuals. The phenomenon of beauty salons exceeding their business authority by providing medical services is a serious issue that requires examination. The uncovered case in Sleman, where a beauty salon performed filler injections by unauthorized health workers, raises questions. The Health Worker Law explicitly states that every health worker practicing must possess a valid Registration Certificate (STR) and Practice Permit (SIP). Based on this, questions arise regarding the Sleman City Police's response to the perpetrators of the illegal medical practice that resulted in the death at the RD Beauty Salon and the evaluation of oversight methods for law enforcement among beauty salon operators in Sleman Regency. To address these issues, the researcher utilized criminalization theory and criminal policy theory. This study employed empirical legal research methods with field research. Data collection techniques in this study utilized two tools: interviews, observation, and documentation with various stakeholders. Furthermore, the data analysis used in this study was descriptive. The results of this study indicate that the repressive efforts undertaken by the Sleman City Police in response to illegal medical practice cases were carried out in accordance with existing procedures, guided by statutory regulations, and in line with the combined theory of punishment, which combines absolute and relative theories. The absolute theory applies to the imposition of articles on the two perpetrators as retribution for the crimes committed, while the relative theory applies to the legal process, which provides a deterrent effect and prevents such crimes from reoccurring in the future. Furthermore, the Sleman City Police also implemented efforts to increase oversight through non-penal legal policies in the form of pre-emptive and preventive measures.
