Abstract

Prisoners are individuals found guilty of a crime and serving their sentences in correctional institutions. The Yogyakarta Class IIB Women’s Correctional Institution plays a crucial role in implementing resocialization. This study shows that narcotics-related crimes rank highest with 70 cases and 16 recidivists. Consequently, this research focuses on analyzing the implementation of resocialization for narcotics prisoners at the Yogyakarta Class IIB Women’s Correctional Institution and identifying the obstacles faced by correctional officers in the resocialization process of repeat narcotics offenders. The Correctional Theory proposed by Sahardjo and the Legal System Theory by Lawrence M. Friedman serve as the analytical framework for this study. The research method applied is empirical juridical with a descriptive-analytical approach to illustrate the legal conditions in the field. Primary data were collected through interviews with relevant stakeholders, while secondary data were gathered through documentation studies and literature reviews of laws and regulations. This research was conducted at the Yogyakarta Class IIB Women’s Correctional Institution, the Wonosari Class II Correctional Center, and the communities where the former inmates reside in Depok and Prambanan Districts, Sleman Regency, Special Region of Yogyakarta. The resocialization of female narcotics prisoners at the Yogyakarta Class IIB Women’s Correctional Institution has been carried out systematically through the implementation of six correctional functions that extend into the community. However, its effectiveness is still hindered by obstacles analyzed through the legal system theory’s aspects of structure, substance, and legal culture. Structural obstacles are evident in the limited number of officers, while substantive obstacles relate to administrative requirements, such as diplomas, which limit access to formal education. From a legal culture perspective, the passivity and resistance of recidivists are the primary barriers to the success of personal approaches by officers. Therefore, strengthening post-rehabilitation supervision is essential to address client inconsistency and ensure the sustainability of optimal resocialization outcomes.
