Abstract

This study explores how the empowerment communication strategy in the Laz Amal Syuhada Independent Livestock Village Program in Gunungkidul transformed into a spiritually oriented form of empowerment. The People Centered Development (PCD) theory was used as an analytical tool in examining the empowerment communication process that placed the community as the main subject of development, using five main aspects, namely Policy Reform at the Micro Level, Continuous Learning Process, Collaboration, Community Empowerment, and Acting as a Catalyst of Change. Using a qualitative approach with descriptive research, data was collected through in-depth interviews, observation, and documentation. The results of the study show that the empowerment process does not stop at economic strengthening, but develops into spiritual empowerment that shapes the mindset, work ethic, and social cohesion of the community. The application of PCD in this program has undergone contextual adaptation through the internalization of religious values. The role of local religious teachers is key as communicators of empowerment, conveying religious values through the principles of tabligh, siddiq, and amanah. These values then become a communicative framework that guides decision-making, builds a sense of collective responsibility, and creates a disciplined and blessing-oriented work culture. These findings confirm that spiritual empowerment can serve as an effective communication strategy to strengthen the welfare of rural communities. This study offers a new perspective in the literature on empowerment communication by showing that spiritual aspects can be a driving force for the success of community-based development programs.
