Abstract

Productive zakat is an instrument for utilizing zakat that is directed at promoting the sustainable economic empowerment and independence of mustahik. However, in practice, the success of the program is often measured through administrative indicators and regulatory compliance, without critical testing of the achievement of its social objectives. This study analyzes the effectiveness of productive zakat distribution through the ZCoffee Program at BAZNAS in the Special Region of Yogyakarta (DIY) using the theory of legal effectiveness and maṣlaḥah mursalah within the framework of maqāṣid al-sharī‘ah as an evaluative basis. Theoretically, a norm is considered effective if it is able to realize its social objectives, and a policy is only substantively valid if it produces real and sustainable benefits (maṣlaḥah ḥaqīqiyyah). This research is field research with a juridical-empirical approach and qualitative methods. Primary data was obtained through interviews, observation, and documentation, while secondary data was sourced from zakat management regulations and literature on the theory of legal effectiveness and muamalah fiqh. The analysis was conducted descriptively and analytically by systematically examining the relationship between legal norms, institutional structures, the culture of implementers and beneficiaries, and the economic impact of the program. The results of the study show that the ZCoffee Program has fulfilled normative legality and some indicators of legal effectiveness in terms of structure and substance, but has not been effective in terms of legal culture and economic sustainability. There has been a factual increase in business capacity and beneficiary income, but the transformation towards stable and equitable economic independence has not been optimal. Thus, the realization of its substantive benefits is still partial, so it is necessary to strengthen the empowerment design so that productive zakat truly functions as an instrument of social transformation in the sharia economic legal system.
