Abstract
This research examines the perception of democracy among administrators of the Indonesian Democratic Party of Struggle (PDI Perjuangan) in the Special Region of Yogyakarta and analyzes it through the perspective of maslahah mursalah. This study is motivated by the important role of political parties as pillars of democracy and the need to understand how democratic values are perceived and implemented within party structures. PDI Perjuangan was chosen as the object of this research because it is one of the major political parties in Indonesia with a long history in the development of national democracy and ideologically emphasizes the values of popular sovereignty, Pancasila democracy, and social justice as part of its political identity. The focus of this research is to examine how party administrators understand the concept of democracy, the factors influencing their perceptions, and how these perceptions are assessed from the perspective of Islamic law. This study employs a qualitative method with a juridical-empirical approach. Primary data were collected through interviews and field observations at the Regional Executive Board (DPD) of PDI Perjuangan in Yogyakarta, while secondary data were obtained from statutory regulations, the party’s Articles of Association and Bylaws (AD/ART), and relevant academic literature. The analysis is conducted using Abraham Lincoln’s theory of democracy and the concept of maslahah mursalah. The research findings show that the Indonesian Democratic Party of Struggle (PDIP) understands democracy not merely as a procedure followed in general elections, but also as a profound process focused on popular sovereignty, social justice, and the values of Pancasila. PDIP's view of democracy aligns with the principle of the sovereignty of the people enshrined in the 1945 Constitution of the Republic of Indonesia, as well as the constitutional role of political parties in Indonesia's democratic system. However, this research also identified challenges in consistently implementing this democratic view in political practice and public policy.
