Abstract

Waqf is an Islamic philanthropic instrument that holds great potential for the social and economic development of the Muslim community. In the modern context, the concept of Green Waqf has emerged as a form of waqf management oriented toward environmental sustainability and ecology-based economic empowerment. The Waqf Empowerment Council of the Regional Leadership of Muhammadiyah of the Special Region of Yogyakarta (MPW PWM DIY) has implemented the productive waqf paradigm through the Agro Edufarm Center “Mentari” (AECM) PCM Kalasan program, namely the utilization of 1,215 m² of waqf land for integrated agricultural activities and environmental education. This study is conducted to address two main issues: first, whether the implementation of Green Waqf at AECM has fulfilled the sharia norms related to the management of productive waqf assets; and second, how Islamic law views this practice from the perspective of the principle of maṣlaḥah al-mursalah. This research is a field research with normative-empirical approach. Primary data were obtained through observation, interviews, and documentation with waqf managers and related institutional bodies, while secondary data were derived from literature, regulations, and institutional documents. The theoretical framework used includes the theory of productive waqf, the concept of Green Waqf within the perspective of Sustainable Development Goals (SDGs), and the theory of maṣlaḥah al-mursalah as the foundation of Islamic legal analysis. The analysis was conducted by evaluating management practices, utilization, and their impact on community economic empowerment and environmental sustainability. The results of the study indicate that the implementation of Green Waqf at AECM PCM Kalasan has fulfilled sharia norms in the management of productive waqf, both in terms of asset management, the role of the nazir, and the utilization of its benefits. This program is able to generate economic impact through productive agricultural outputs while also providing social benefits in the form of community empowerment, environmental education, and strengthening local food security. From the perspective of maṣlaḥah al-mursalah, the practice is considered in line with the objectives of Islamic law because it brings public benefit without contradicting Islamic legal principles, thus making it worthy to serve as a model for environmentally based productive waqf development.
