Abstract
Indonesia, as an archipelagic state, has a high degree of dependence on the sustainability of marine ecosystems, from ecological, social, and economic perspectives. However, the reality of coastal area management often reveals tensions between the interests of natural resource exploitation and environmental protection. This study aims to analyze the protection of marine ecology in Central Bangka Regency based on the Regional Regulation of the Bangka Belitung Islands Province Number 3 of 2020 concerning the Zoning Plan for Coastal Areas and Small Islands for 2020–2040 (RZWP3K Regional Regulation), reviewed from the perspectives of the Blue Constitution and ecological fiqh. This research employs an empirical juridical method with a descriptiveanalytical nature, using normative and conceptual approaches. Data were collected through interviews with local government officials, village administrations, relevant agencies, and coastal communities, supported by secondary data in the form of statutory regulations, scientific literature, and previous research findings. Central Bangka Regency was selected as the research location because it covers an area of 2,155.77 km², comprising six districts and 63 villages/urban wards. Furthermore, the study focuses on three areas designated as marine mining zones in Central Bangka under the RZWP3K Regional Regulation, namely Pangkalan Baru District, which includes Batu Belubang Village, Kebintik Village, and Tanjung Gunung. The findings indicate that, normatively, the RZWP3K Regional Regulation reflects the principles of the Blue Constitution through zoning arrangements and the protection of coastal areas. However, in practice, the implementation of this policy has not been effective due to weak supervision, inconsistent law enforcement, and the continued prevalence of illegal marine mining activities. From the perspective of ecological fiqh, this condition contradicts the principles of justice (adl), balance (mizan), and human responsibility as stewards on earth (khilafah), as well as environmental protection (hifz al-bi’ah). This study concludes that the protection of marine ecology in Central Bangka, particularly in Batu Belubang, Kebintik, and Tanjung Gunung, remains formalistic and has not been substantively internalized in policies and practices of coastal area management. Therefore, it is necessary to strengthen the commitment of local governments, integrate the values of the Blue Constitution and ecological fiqh, and encourage active participation of coastal communities to achieve sustainable and equitable marine management.
