Abstract

Urban slum communities, such as Ngampilan Village, face dual vulnerabilities: deteriorating slum conditions and increasing risks of hydrometeorological disasters. This study aims to examine the role of informal social protection as a foundation for disaster resilience in urban slum communities. Employing a qualitative case study approach, data were collected through in-depth interviews, observation, and documentation. The findings indicate that informal mechanisms, including mutual aid practices, neighborhood social networks, and the Disaster-Resilient Village (KTB) initiative, play a crucial role across disaster phases: pre-disaster preparedness, emergency response, and post-disaster recovery. An analysis using Ganor and Lavy’s (2003) six components of resilience demonstrates that these practices strengthen communication, foster cooperation, and enhance social cohesion, which are vital during crises. Nevertheless, the resilience developed remains precarious due to limited resources, uncertainty of external support, and heavy reliance on local solidarity. This study emphasizes the importance of synergy between bottom-up informal protection systems and formal government interventions to create sustainable community resilience, especially in urban slum areas where poverty and disaster risks converge.
