Abstract
This study aims to describe the organizational process, analyze the interpretation, and examine the application of the Research-Based Madrasah program at MAN 4 Sleman. Understanding the three stages of policy implementation initiated by Charles O. Jones serves as the primary foundation for research analysis to map the gap between normative policies and empirical realities in the field. Theoretically, this study is expected to contribute significantly to the development of Islamic education management science. Practically, the results are expected to serve as a strategic reference for educators, researchers, and policymakers in program evaluation and continuous improvement of educational quality. This research uses a descriptive qualitative approach with a field study. The research subjects included the Principal, Deputy Principal, Research Teacher, and Students selected through purposive and snowball sampling techniques. Data collection was conducted in-depth through interviews, participant observation, and documentation review. Data analysis was conducted interactively, including data condensation, data presentation, and conclusion drawing. Data validity was strictly guaranteed through source and technique triangulation. The study concluded that the implementation of the Research-Based Madrasah program was adaptive and functional. First, the organizational stage was addressed through specialized teaching staff, but lacked a formal institutional structure and was still hampered by limited specific laboratory facilities and the absence of an official memorandum of understanding (MoU) with universities. Second, the interpretation stage was optimal; the policy was successfully translated into operational practices that motivated students and aligned with the madrasah's vision. Third, the application stage was successfully realized through the integration of intracurricular and extracurricular activities, which was proven to improve students' critical thinking skills. Various technical obstacles in the field were effectively overcome through exemplary leadership and a collaborative financing system.
