Abstract

The Parangtritis Sand Dunes area is a unique landscape formed through natural geomorphological processes and is the only barkhan-type sand dune in Southeast Asia. This area holds significant ecological, scientific, educational, tourism, and coastal disaster mitigation value. This uniqueness makes the Parangtritis Sand Dunes an area that requires protection and sustainable management. However, with increasing human activity and the need for land use, the area faces various pressures that potentially threaten the preservation of its natural functions and characteristics. The problem in the Parangtritis Sand Dunes area is the existence of various forms of land use that are inconsistent with the area's function and designation as a conservation and geological heritage area. Research data was obtained through empirical legal studies with direct field observations and interviews with relevant parties. The primary legal materials used include Law Number 5 of 1960 concerning Basic Agrarian Regulations (UUPA) and Bantul Regent Regulation Number 47 of 2024. This research is field research examining the application of legal provisions to land misuse practices in the Parangtritis Sand Dunes Area. The results of this study identified activities that constitute land misuse in the Parangtritis Sand Dunes Area in the implementation of Bantul Regent Regulation Number 47 of 2024. This study indicates that activities categorized as land misuse include land use inconsistent with the conservation area's function, changes in land use without regard to spatial planning provisions, and activities that cause damage to the sand dune ecosystem. The implementation of Bantul Regent Regulation Number 47 of 2024 has provided a clearer legal basis for regulating, supervising, and regulating area use. However, its effective implementation still faces various obstacles, including low public awareness, weak oversight, limited law enforcement resources, and conflicts of interest between conservation efforts and community economic needs. Therefore, synergy between the government, the community, and other stakeholders is needed to achieve sustainable management of the Parangtritis Sand Dunes area.
