Abstract
The rise of drug abuse is a social and legal problem that continues to increase in Indonesia, including in Bantul Regency. Drug abuse not only impacts individual health but also threatens the social resilience of communities and the future of the younger generation. In an effort to address this problem, the government, through the National Narcotics Agency (BNN), has formulated a policy based on Law Number 35 of 2009 concerning Narcotics, which emphasizes the importance of preventive and repressive efforts in the Prevention and Eradication of Drug Abuse and Illicit Trafficking (P4GN). One implementation of this policy is the Desa Bersih (Drug-Free Village) Program, implemented by the Bantul Regency National Narcotics Agency (BNNK) through a community-based approach. Therefore, this study focuses on the impact of the Desa Bersih program in Banguntapan Village and the program's compliance with Law Number 35 of 2009 concerning Narcotics. To address this issue, the researcher utilized social control theory and criminal policy theory. This study employed empirical legal research methods with fieldwork. The data collection techniques used in this study included interviews, observation, and documentation. Furthermore, the data analysis used descriptive analysis, aimed at analyzing the gap between theory and its implementation. The results of this study indicate that the implementation of the "Shining Village" program has had a positive impact on drug abuse prevention efforts in Banguntapan Village. This is demonstrated by increased public awareness and a decrease in the number of drug abusers, in line with the four main elements of Social Control Theory: attachment, commitment, involvement, and belief. This program also complies with the provisions of Law Number 35 of 2009, analyzed using Criminal Policy Theory, which emphasizes that crime prevention is not solely carried out through a repressive (penal) approach, including law enforcement and sanctions, but also through preventive (non-penal) efforts, such as rehabilitation and community participation in preventing drug abuse.
