Abstract
Marriage readiness in the perspective of Islamic family law and Indonesian positive law cannot merely be understood as the fulfillment of the minimum legal age of marriage as stipulated in statutory regulations. Such readiness encompasses broader dimensions, including mental-spiritual preparedness, emotional maturity, financial capability, as well as adequate knowledge and responsibility in building marital life. Social realities indicate that various family problems frequently originate from the lack of readiness of couples in facing the dynamics of marriage. In this context, the Office of Religious Affairs (KUA) holds a strategic position not only as an administrative registrar of marriages, but also as an educational and preventive institution in fostering public awareness regarding the urgency of marriage readiness. This study aims to describe the perspectives of the officers of KUA Kemantren Tegalrejo regarding the concept of marriage readiness, to describe the factors that influence those perspectives, and to analyze those perspectives through the lenses of the sociology of knowledge, a normative approach, and maqāṣid syarī'ah. This study is a field research employing sociological and normative approaches. Primary data were obtained through in-depth interviews with KUA Kemantren Tegalrejo staff, while secondary data were sourced from Islamic family law literature, legislation, and relevant institutional documents. Data analysis was conducted qualitatively using an inductive method, beginning with data collection through interviews and observation, then processed thematically based on aspects of marriage readiness, and subsequently reviewed from the perspective of Islamic family law. The findings of this study indicate that KUA Kemantren Tegalrejo staff view marriage readiness as an integration of mental readiness, mental-spiritual readiness, age readiness, and financial readiness. Such readiness is positioned as an important prerequisite for the realization of a sakinah family. The factors shaping the perspectives of KUA Kemantren Tegalrejo staff were formed from the direct experience of staff in carrying out their daily duties, ranging from accompanying prospective brides and grooms to handling family problems, thus giving rise to a shared awareness that marriage readiness is not merely an administrative formality, but rather a necessity that determines the quality of marriage. From a sociological-normative perspective, this view is in accordance with Law No. 16 of 2019 and the sociology of knowledge theory by Peter L. Berger and Luckmann, where the staff's views on marriage readiness are formed through direct interaction with the social reality of society, and can be mapped within the framework of maqāṣid syarī'ah, namely spiritual readiness reflecting hifẓ ad-dīn, mental readiness reflecting hifẓ an-nafs, age and physical readiness hifẓ al-'aql, and financial readiness hifẓ al-māl.
