Abstract
Constitutional Court Decision No. 135/PUU-XXII/2024, which reseparated national and local elections, marked a significant shift in the design of Indonesia's electoral system. This decision impacted the technical aspects of election administration as well as constitutional consequences for the quality of Indonesian democracy. This study aims to analyze the ratio decidendi of Constitutional Court judges in this decision and examine the implications of the separation of national and local elections for Indonesian democracy from the perspective of the rule of law and democratic theory. The type of research used is normative juridical research with a statute approach and a case approach. Primary legal materials include Constitutional Court Decision Number 135/PUU-XXII/2024 and laws and regulations related to the electoral system, while secondary legal materials are obtained from constitutional law literature, scientific journals, and expert opinions. The analysis is conducted qualitatively through legal reasoning regarding the judge's considerations and their relevance to the principles of constitutional democracy. The research results show that the Constitutional Court's ratio decidendi is based on considerations of the effectiveness of election administration, protection of citizens' political rights, strengthening local political accountability, and preventing excessive administrative burdens as occurred in the 2019 simultaneous elections. From the perspective of a state of law, this decision reflects the Constitutional Court's function as a guardian of the constitution in balancing legal certainty, expediency, and justice. Its implications for democracy are ambivalent. On the one hand, it has the potential to improve the quality of representation and focus on local issues, but on the other hand, it poses challenges in the form of fragmentation of the political cycle, increased political costs, and potential instability of the government coalition.
