Abstract

The informal street coffee trade in Yogyakarta is becoming increasingly widespread as Gen Z becomes more knowledgeable. However, there is one area that requires special attention amid the proliferation of this economic activity: the area around Syuhada Mosque, specifically on Jl. I Dewa Nyoman Oka, Kotabaru. Controversy has arisen due to the transformation of public spaces into commercial areas, as well as the behavior of some visitors who fail to distinguish between the front and back areas. These visitors disregard the ethical and moral boundaries that should be observed while in the area, leading to a breakdown of the front-stage boundaries (front stage failure) and disrupting the solemnity of the mosque congregation. This study aims to analyze the patterns of synergy between local government officials and the management of the Syuhada Mosque in optimizing the enforcement of social ethics, as well as to examine the implementation of Yogyakarta City Regulation No. 26 of 2002 on the Management of Street Vendors (PKL) regarding these violations of social ethics. The research method employs a qualitative, legal-empirical approach. Data were collected through observation, document analysis, and interviews with the Yogyakarta City Civil Service Police Unit (Satpol PP), the Social Affairs Department, the management of the Syuhada Mosque, and field actors, including vendors, visitors, and mosque congregants. Data analysis was conducted using Erving Goffman’s dramaturgical theory and the theory of Hisbah. The research findings indicate that the Social Affairs Office acts as a policy maker and formulator. On the ground, the Public Order Agency enforces regulations persuasively through periodic monitoring while awaiting the implementation of the permanent relocation project. The management of Syuhada Mosque has chosen to serve as a moral watchdog through digital means by posting guidelines on neighborhood etiquette via its official Instagram account. This oversight reflects the function of Hisbah, in which Satpol PP acts as the Official Muhtasib and the mosque management acts as the Muhtasib Mutathawwi. This synergy has successfully optimized social ethics in the religious area by mitigating moral disturbances and traffic congestion without stifling the economic potential of street coffee vendors.
