Abstract

Poverty remains a critical issue in Indonesia. Java Island, as a major contributor to the national GDP, continues to face uneven development across its provinces. This study analyzes the determinants of poverty in Java Island over the period 2014–2024 from the perspective of Ibnu Khaldun’s socio-economic framework. The Circle of Equity model proposed by Ibnu Khaldun is used as the theoretical foundation, where the poverty rate represents the dimension of justice (j) and is influenced by: the democracy index as a proxy for Syariah/moral foundation (S), government expenditure as the role of government (G), economic growth as wealth (W), Open Unemployment Rate (TPT) as the role of society/human resources (N), and Human Development Index (HDI/IPM) as development (g). The research adopts a quantitative approach using panel data regression with the Fixed Effect Model (FEM) estimation. Data were sourced from Statistics Indonesia (BPS) and the Directorate General of Fiscal Balance, Ministry of Finance. The results indicate that: (1) the democracy index has a negative but insignificant effect; (2) government expenditure has a negative and significant effect; (3) economic growth has a positive and significant effect; (4) the unemployment rate has a positive but insignificant effect; and (5) the Human Development Index has a negative and significant effect on poverty levels. Simultaneously, the independent variables significantly explain variations in poverty levels.
