Abstract
The phenomenon of population aging (aging population) has become an increasingly significant global issue in recent decades. Data from the World Health Organization (2024) and Statistics Indonesia (Badan Pusat Statistik/BPS) indicate a growing number of older adults in Indonesia, which demands the strengthening of social services that address physical, psychosocial, and spiritual aspects. Amid limited government budgets, the Balai Pelayanan Sosial Tresna Werdha (BPSTW) Yogyakarta Unit Abiyoso has developed a paid social service model as a strategy to maintain the sustainability of services for older adults who have sufficient economic capacity, without reducing access for those who are less economically advantaged. This study aims to describe the implementation of paid social service interventions at BPSTW Unit Abiyoso Yogyakarta and to analyze the supporting and inhibiting factors influencing its implementation. The research employs a qualitative method with a case study approach. Data were collected through semi-structured interviews, observations, and archival documentation, with informants selected using purposive sampling. Data analysis was conducted thematically using Social Intervention Theory. The findings reveal that many older adults choose to live in the paid service facility because they experience loneliness at home, even though they still have family members. This service is generally accessed by older adults who have family support and sufficient economic capacity to finance their care. Service outreach is conducted through family referrals and admission agreements between the institution and the family of the elderly. The implementation of paid social service interventions is carried out through five main stages: engagement, assessment, planning, intervention, and evaluation–termination. The interventions include fulfilling physical needs, providing psychosocial support, spiritual guidance, skill development, and recreational activities, implemented through coordination within a multidisciplinary team. The success of the service is supported by family involvement, open communication, and regular monitoring, although challenges remain, such as limited human resources, facilities, and the diverse cognitive conditions of older adults.
