Abstract

Poverty remains a social problem that continues to challenge development in Indonesia, including Yogyakarta. The high level of community dependence on social assistance has prompted the Ministry of Social Affairs to introduce the Nusantara Economic Heroes Program (PENA) or Socio-Economic Empowerment Program (PPSE) as a form of socio-economic empowerment to help Beneficiary Families (KPM) achieve economic independence and reduce their dependence on social assistance. This study aims to analyze the implementation of the PENA Program, the supporting and inhibiting factors in program implementation, and its impact on the economic independence of KPM in Tegalrejo Sub-district, Yogyakarta City. This study used a qualitative descriptive approach. Data collection techniques included observation, interviews, and documentation, and then tested for validity using source and method triangulation. The results indicate that the implementation of the PENA/PPSE program is carried out through several stages: beneficiary submission, assessment, aid distribution, and monitoring and evaluation. In addition to providing business capital, this program emphasizes the empowerment process through mentoring aimed at improving KPM's ability to manage their businesses independently. This program has had a positive impact on increasing income and creating economic independence. Beneficiaries (KPM) use business capital assistance to develop more productive businesses, thereby helping to meet family needs and reduce dependence on social assistance. This program also increases entrepreneurial motivation, self-confidence, and the ability of KPM to manage their own businesses. However, this study found that not all KPM have experienced the program's success equally. Some beneficiaries still face obstacles such as limited marketing, low business management skills, and business competition. Therefore, more intensive mentoring, entrepreneurship training, and ongoing monitoring are needed to optimally achieve the program's goals of creating economic independence and poverty alleviation.
