Abstract

This study aims to measure organizational culture at the Yogyakarta Special Region Education and Training Agency (Bandiklat DIY) using the Denison Organizational Culture Survey (DOCS) method. Organizational culture is an important factor in supporting organizational effectiveness, especially in building alignment of values, organizational direction, employee involvement, and organizational ability to face change. This study uses a mixed method with a descriptive quantitative approach and is supported by qualitative data through semi-structured interviews. Data collection was carried out using DOCS instruments consisting of four dimensions, namely Mission, Consistency, Involvement, and Adaptability. The results of the study show that the organizational culture in the Yogyakarta Education and Training Authority is in a high category and relatively balanced between internal and external focus as well as organizational stability and flexibility. The Mission dimension has the highest index of 81%, while the Involvement dimension has the lowest index of 79%. The Consistency and Adaptability dimensions each obtained an index of 80%. The Direction and Strategic Intention subdimension was the highest subdimension with an index of 83%, while the Empowerment subdimension obtained the lowest index of 77%. The findings of the study show that the organization has a strong strategic direction and is well understood by employees, but the aspects of employee engagement and empowerment still need to be strengthened. The application of the SATRIYA culture also has an influence on the formation of the organization's work culture, especially in maintaining the values of discipline, coordination, and service.
