Abstract

This study examines the challenges of legislative candidate recruitment in Indonesia for the 2024 elections, focusing on the cadre formation of the Indonesian Democratic Party of Struggle (PDIP). Ideally, legislative candidate recruitment should be conducted democratically, transparently, and meritocratically to produce qualified, high-integrity cadres capable of optimally carrying out their public representation function. However, in practice, the legislative candidate recruitment process in Indonesia still faces various problems, such as the dominance of party elites, kinship politics, patronage, high-cost politics, and a weak internal cadre formation system. These conditions have resulted in a decline in the quality of democracy and a weakening of political parties' role as a means of political education and national leadership recruitment. This study employed a qualitative research method with a library research approach. Data were obtained through a review of laws, books, scientific journals, and other regulations related to political party recruitment systems, meritocracy, good governance, and the concept of siyasah dusturiyyah, particularly the theory of Ahl al-Hal wa al-'Aqd. The approach used includes normative and conceptual juridical approaches to analyze the relationship between political party recruitment mechanisms and the quality of cadres and internal party democracy. The results show that political party recruitment in the 2024 Election still tends to be elitist and pragmatic. Candidate selection is often influenced by popularity, capital strength, and proximity to party elites rather than competence, experience, and leadership capacity. The cadre development system is also not yet optimal, resulting in parties prioritizing popular figures over cadres who have been developed through a hierarchical process. Furthermore, elite dominance in decision-making has led to minimal internal party democracy practices. This study also found that the principles of meritocracy, good governance, and the values of Ahl al-Halla wa al-Aqd (People of the Righteous and the Righteous) are crucial as a foundation for legislative candidate recruitment reform in Indonesia.
