Abstract

The Kampung Zakat Program is a productive zakat utilization initiative aimed at improving the welfare of mustahik (eligible zakat beneficiaries) through community-based economic empowerment. Blitar City was selected as the research location because it is one of the regions implementing the Kampung Zakat Program through an integrated collaboration among the Ministry of Religious Affairs, BAZNAS (National Amil Zakat Agency), the local government, and the community to support the empowerment of mustahik. However, previous studies on the Kampung Zakat Program have predominantly focused on zakat distribution and its economic impacts, while studies integrating program implementation, implementation effectiveness, and its contribution to the empowerment of mustahik remain limited. Therefore, this study was conducted to provide a comprehensive understanding of the implementation of the Kampung Zakat Program in Blitar City, its implementation effectiveness, and its contribution to enhancing the empowerment and welfare of mustahik. This study employed an empirical legal research method using a qualitative approach. The research was conducted in Tanggung Village, Kepanjenkidul District, Blitar City, where the Kampung Zakat Program is implemented. Data were collected through interviews, observations, and documentation, and were analyzed qualitatively through data reduction, data presentation, and conclusion drawing. The validity of the data was ensured through cross-checking the findings obtained from interviews, observations, and documentation. The findings reveal that the implementation of the Kampung Zakat Program has been carried out through the stages of planning, distribution, productive utilization, mentoring, monitoring, and evaluation in accordance with the provisions on productive zakat management as stipulated in the Regulation of the Minister of Religious Affairs Number 16 of 2025. Based on the legal effectiveness analysis, the implementation of the program is considered effective, supported by legal factors, law enforcement factors, facilities and infrastructure, community participation, and socio-cultural factors. Furthermore, the Kampung Zakat Program contributes to community empowerment through facilitative, educational, representative, and technical roles manifested in mentoring, training, and capacitybuilding activities, thereby enabling mustahik to develop productive businesses, increase their income, achieve greater self-reliance, and improve their overall welfare.
