Abstract

This study is motivated by the importance of Hajj manasik guidance as a preparatory program for prospective pilgrims to perform the Hajj pilgrimage in accordance with Islamic teachings. The Sleman Regency Government is the only regency government in the Special Region of Yogyakarta that organizes a Hajj manasik guidance program for prospective pilgrims. Therefore, it is necessary to examine how the planning and supervision processes of the program are carried out. This study aims to analyze the planning and supervision of Hajj manasik guidance conducted by the Sleman Regency Government in 2025. The research employs a descriptive qualitative approach. The research subjects include the Public Welfare Division of the Sleman Regency Government, the Office of the Ministry of Religious Affairs of Sleman Regency, and the Indonesian Hajj Brotherhood Association (IPHI) of Sleman Regency. Data were collected through interviews, observations, and documentation. Data validity was ensured through source triangulation and technique triangulation. Data analysis used the interactive model of Miles, Huberman, and Saldana, consisting of data collection, data condensation, data display, and conclusion drawing. The findings indicate that the planning of Hajj manasik guidance involves goal setting, program and schedule preparation, human resource management, budgeting, and the provision of supporting facilities and infrastructure. Supervision is carried out through activity monitoring, program evaluation, identification of obstacles, and corrective actions to improve the effectiveness of the guidance program. Effective planning and supervision contribute to improving service quality and enhancing the readiness of prospective pilgrims to perform the Hajj pilgrimage.
