Abstract

This research is motivated by the limited access, participation, control, and benefits experienced by women in community-based economic empowerment programs, particularly the BUMMas Sejahtera Program in Mertosanan Kulon, Potorono, Banguntapan, Bantul. This research aims to analyze gender sensitivity in the program using Naila Kabeer’s Women’s Empowerment Theory, which consists of resources, agency, and achievement. This study employed a qualitative case study approach. Data were collected through observation, interviews, and documentation involving BUMMas Sejahtera administrators and female members selected through purposive sampling, and analyzed using the Miles and Huberman interactive model. The findings show that the BUMMas Sejahtera Program demonstrates gender sensitivity across all three dimensions. In the resources dimension, business capital is provided to all members without collateral or interest, although training, assistance, information, and marketing networks remain limited. In the agency dimension, women’s involvement in program planning and decision-making remains limited due to a top-down organizational structure that applies equally to all members. In the achievement dimension, the program’s benefits are experienced equally by female and male members. Therefore, the BUMMas Sejahtera Program can be categorized as gender-sensitive because the identified limitations are general and are not based on gender differences.
