Abstract
Advancing the Sultanate of Banten was the primary mission of Sultan Ageng Tirtayasa throughout his reign, in spite of facing persistent economic pressures from the Dutch. Rather than retreating from international engagement, he strengthened diplomacy and expanded maritime trade networks as a strategy to resist Dutch hegemony. This policy succesfully attracted merchants from both Asia and Europe, thereby positioning Banten as a vital hub of international commerce. This study aims to analyze how Sultan Ageng Tirtayasa’s strategies in engaging with the Chinese community contributed to the economic growth of the Sultanate of Banten. Employing a political-economic approach, the research draws upon Bruce R. Scott’s theory of economic strategy, Frederick Winslow Taylor’s concept of mercantilism, and Robert O. Keohane and Joseph S. Nye’s theory of transnationalism. As a historical study, this research applies four methodological steps – heuristics, verification, interpretation, and historiography – to ensure rigorous analysis. The findings reveal that Sultan Ageng Tirtayasa’s interactions with the Chinese community significantly enhanced Banten’s economy during his reign. The influx of foreign merchants compelled the Sultan to allocate specific residential areas and grant permission for the establishment of trading offices. Over time, these settlements – particulary the Chinese quarter (Pecinan) – evolved into major centers of international trade. The Chinese, as the largest and most influential foreign community in Banten, were entrusted with crucial administrative roles, most notably through the appointment of Chinese-origin officials as syahbandar (harbor masters). Notably, Sultan Ageng Tirtayasa appointed Kaytsu and Kiai Ngabehi Cakradana as harbor masters, a decision that substantially increased export-import volumes and integrated Banten into the global trading networks or the seventeenth century.
