Abstract
An advance of a nation can be measured by the quality and the progress of its education. Human resources and hutnan capitals in a nation are determined bj the quality of education. Therefore, the government has the duty of giving an educational system that guarantees to all citi%enship to get a high quality ofeducation. Giving a high quatity education, certainfy, means to makt a big budget in education. As a result, the government has to make a big budget in it. The Qrdinances of Indonesian state instructed the government to alhcate 20 % of the total budget (APBN) fo reali%e for the national goal of a high quality education. As the educational instttutions, schools (madrasah) also have to respond and contribute intellectually to the national education. They must share the responsibility to reali%e a high quality oftheir nation education, so that the can begive a high quality to their alumnus.
