Abstract

This research aims to review the design of public policies formulated by the government as a bureaucratic apparatus in the development plan of the Lambo Reservoir in Nagekeo Regency that reaps polemics, rejection and resistance from indigenous peoples and leads to social conflicts. In addition, this research aims to capture the objectives of the interest groups involved behind the follow-up to the development of the Lambo Reservoir which has been established by the central government as one of the National Strategic Projects (PSN). Given that the construction of the reservoir is the domain and authority of the local government that is opposed by the indigenous peoples since 2000, but the authority is then transferred from the local government to the central government. To interpret the above problems, this research adopted the theory of Rational Bureaucracy developed by Max Weber as a conceptual formulation in looking at bureaucratic phenomena, and the chain of authority and design model of public policy implemented by bureaucratic. Meanwhile, Robert Dahl's pluralist policy approach was used to map out the interest groups involved in the policy process.This research uses a case study method with qualitative approach and includes field research type with research object on policy design and interest group interaction.The data collection techniques used are in-depth interviews with various political actors, field observations and documentation of reservoir construction.The selection of respondents as a source of research data using purposive sampling techniques and snowball sampling in accordance with the criteria relevant to the study. The results of this research show that the rational-comprehensive policy design model adopted by the Nagekeo Regency Government tends to be rigid and inflexible in responding to the upheaval of indigenous people’s rejection. This is the trigger and the root of social conflict in society. Conflicts of interest between the above groups are mapped into two parts. First, indigenous peoples are affected by development. The demands and interests of indigenous peoples are urging the local government and the central government so that prospective Lambo Reservoir construction sites can be diverted from their ulayat land and built on location that have been approved by indigenous peoples, namely in the Lowophebu and Malawaka areas.The maneuvers used by indigenous peoples in fighting for their rights are by cooperating with the Alliance of Indigenous Peoples of the Archipelago (AMAN) Nusa Bunga in order to influence the central government in the policy process.Second, the Nagekeo Regency Government. The interest of the local government is to follow up on the lambo reservoir development plan so that it can be executed immediately.The maneuver is to transfer the authority of Lambo Reservoir development through a letter addressed to the central government that the construction of Lambo Reservoir has been in accordance with the Spatial and Regional Plan of Nagekeo Regency, as stated in Nagekeo District Regulation No. 1 of 2011. So, that the central government responded by issuing Presidential Regulation No. 3 of 2016 on The Acceleration of Implementation of National Strategy Projects in which it states that the construction of Lambo Reservoir is one of the National Strategic Projects (PSN).
