Abstract

The Ogan Komering Ulu Regency Office of Population and Civil Registry is a public service provider agency that produces population administrations such as family cards. The family card is important for the requirements for making a child's birth certificate. The requirement for making a family card is that it is obligatory to protect marriage certificates, causing people not to register their marriages or those who are married in unregistered marriages to lose their population administration rights. Since the issuance of a new format change in family card blanks regulated in Permendagri number 118 of 2017 concerning family card blanks, registers, and civil registration deed excerpts, which was followed up with the development of SIAK 7, marital status in family card blanks consists of married, not yet married, single, divorced, and divorced. Marital status that has not been recorded will be written on the family card with the condition that a Statement of Absolute Responsibility (SPTJM) for the truth of the husband and wife is known and known by two witnesses. This is field research that takes an islamic legal sociology approach. While the data analysis method uses descriptive analysis, namely, collecting data based on factors in the field. In the data collection method, researchers used empirical materials, namely, data taken from the field by conducting interviews, observation, and documentation. Then they analyzed them qualitatively inductively, namely by explaining the existing problems and drawing conclusions from the statements obtained.
