Abstract

egional Head Elections (Pilkada), which include the Election of Governors and Deputy Governors, Regents and Deputy Regents, as well as Mayors and Deputy Mayors. Pilkada is scheduled to take place every five years, and in 2020, it will be held in 9 provinces, 224 regencies and 37 municipalities. However, the situation this year was different from previous years. This was caused by the outbreak of the 2019 Coronavirus Disease (Covid-19) which originally started in China. Even though facing an emergency situation, Indonesia must continue to ensure that the regional elections continue. Therefore, the government is working hard to find solutions, one of which is to issue regulations related to the implementation of Pilkada immediately. Regarding this regulation, the government issued four amendments. This change has taken into account the conditions of the country, and the General Election Commission (KPU) as the election management body, is required to continue to run the existing election system, even though it must comply with strict health protocols. This research is a library research with qualitative methods. Data collection was carried out by means of studying documents related to the implementation of the 2020 Pilkada. After that the author made observations and studies related to the implementation of the 2020 Pilkada. In addition, the author stated that the implementation of Pilkada in countries around the world, namely South Korea and Poland which were also held in 2020, both of which are currently experiencing the Covid-19 Outbreak. Besides that, the implementation can be used as a comparison for the implementation of Pilkada in Indonesia. Then the researcher analyzes using the concept of democracy in Indonesia and the concept of the benefit of Islamic law. The results of this study show that public participation in the implementation of the 2020 regional elections in Indonesia has increased compared to the 2015 elections. However, technically, the implementation of the voting process needs to be re-evaluated. This is due to the large number of Pilkada organizers, especially at the polling station (TPS) level, who experience fatigue and some even die. Therefore, the General Elections Commission (KPU) as an autonomous institution that is fully responsible for the implementation of elections, should be able to provide recommendations related to improving the implementation of elections in the future, especially in situations of non-natural disasters that can threaten public health and spread quickly.
