Abstract

This study aims to determine the stages of community empowerment in river Namang Village through social inclusion-based library transformation carried out by the Hulu river Utara District Library Service, what forms of empowerment through social inclusion-based library transformation, and what are the inhibiting and supporting factors in empowering the river Namang Village community through social inclusion-based library transformation. This study uses a qualitative descriptive method, with data collection techniques through observation, semi-structured interviews and documentation. Meanwhile, data collection used a purposive sampling technique, namely data taken from people who know and have basic information about the research topic, namely the head of the library, librarian, village head and the community involved as beneficiaries. Furthermore, data analysis uses data reduction, data presentation and drawing conclusions. Then to test the validity of the data, the researcher used source, technique, time triangulation and conducted member checks. The results showed that: (1) The stages of empowerment carried out to carry out the Social Inclusion-Based Library Transformation program included five stages of empowerment, namely the Preparation Stage, the Assessment Stage, the Action Plan Formulation Stage, the Program Implementation Stage, and the Program Evaluation Stage. (2) The form of empowering the river Namang Village community through a social inclusion-based library transformation program carried out, namely the Library as a center for activities in developing self-potential and knowledge, the Library as a forum for determining solutions to people's life problems, the Library as a facilitator of economic growth through meeting relevant information needs, the Library as a medium facilitating access to information through advances in communication technology (ICT), the active role of librarians as mediators, and the Library as an innovation to open business fields and community recreation areas. (3) Meanwhile, the findings of the inhibiting factors were the lack of budgetary funds, limited human resources, and not continuing activities after training. While the supporting factors are motivation, utilizing facilities, Stakeholder Meeting activities, availability of the Village Library and Making MoU Letters, participating in Peer Learning Meetings, cooperation with the village administration, having a large space for activities, and the availability of internet and computer services.
