Abstract

The fall of Mubarak, which was triggered by a mass movement to realize the people's desire to become a democratic country, was taken over again by the military by coup d'etat Mursi who was elected through democratic elections. Egypt experienced this failure of democracy due to the failure of an agreement regarding the division of power. Starting from the gap between the desires of the Egyptian people and Abdel Fatah Al-Sisi's political conditions, it became interesting to study the political conditions of Egypt and the condition of Egyptian democracy during Abdel Fatah Al-Sisi's reign. This research uses a qualitative approach with literature study. The strategy in this research is a descriptive case study with in-depth analysis through a literature study that discusses Abdel Fatah Al-Sisi's policies in the period 2013 to 2022. In carrying out the analysis, this research is divided into five stages, namely pattern matching, connecting data with propositions, making explanations. , time series analysis, logic models, and cross-case synthesis. The use of democracy index theory to see the condition of Egyptian democracy issued by the Economist Intelligence Unit is explained according to existing data and then analyzed for each item of the democracy index such as free and fair general elections, voter security, foreign influence and the ability of government officials to implement policy. Egypt's political condition cannot be separated from the military's role in it. The praetorian concept in the discussion of this thesis is divided into two types, namely the arbitrator type and the ruler type. The type of ruler better describes Egyptian political conditions which are dominated by the military. This can be seen in various policies issued such as nationalization, extraction, building institutions that are under military control. Judging from various aspects that are indicators in the global democracy index, Egypt scored below 4 from 2013 to 2022, namely during Abdel Fatah Al-Sisi's government. This indicates that Egyptian democracy is still in an authoritarian regime.
