Abstract

The projected growth of world Muslim tourists according to the Global Muslim Travel Index (GMTI) in 2022 will continue to increase to reach 160 million in 2024. The increase in the number of Muslim tourists certainly has a good impact on improving Indonesia's economy, because in the last 5 years Indonesia has always been ranked in the top 10 According to GMTI's assessment, it attracts tourists to visit Indonesia. However, the implementation of halal tourism in Indonesia is subject to multiple interpretations because it does not have specific regulations regarding halal tourism. So far, the implementation of halal tourism is guided by Law Number 10 of 2009 concerning tourism, in which there is no comprehensive discussion of halal tourism regulations. This gives rise to different views on the implementation of halal tourism in Indonesia which is caused by the absence of specific regulations governing the concept of halal tourism in Indonesia, so it becomes interesting to research what the halal tourism laws are in Indonesia? And how is the halal tourism law in Indonesia viewed from Lawrence M. Friedman's legal system? This research is a qualitative research with the type of library research, using an analytical approach (analytical approach) which aims to examine halal tourism regulations in Indonesia as primary (main) legal material, while secondary legal material is obtained from Law Number 9 of 2009, Law Number 33 2014, Law Number 11 of 2020. The descriptive method of analysis in this research is a method for discussing Halal Tourism Regulations which are analyzed using Lawrence M. Friedman's legal system theory to obtain a research conclusion. Based on the findings obtained in this research, the substance of halal tourism law as seen from the regulations relating to halal tourism in Indonesia is the Tourism Law, the Halal Product Guarantee Law, the Job Creation Law and the Regulation of the Minister of Tourism and Creative Economy. These regulations tend to regulate business which includes halal product certification, regulation of tourism business actors and sustainable tourism development which focuses on economic equality. From the existing regulations, halal tourism is shaped into tourism branding for Muslim tourists, which will have a large economic impact on Indonesian society. This is in line with tourism legal culture which places community halal awareness as part of the living law that has developed in society. This means that halal tourism has been accepted and developed among Indonesian people. So its implementation requires strengthening regulations that specifically regulate halal tourism.
