Abstract

As the times progressed, the crimes committed, such as online buying and selling fraud, became more and more widespread. It can refer to criminal activity where the act can use a network or computer as a means to commit a crime. Unlawful acts are carried out by individuals who are not responsible for the behavior carried out through the internet, including among others, online buying and selling fraud (e-commers). For special types, such as can be enforced using Article 378 of the Criminal Code and Article 28 paragraph (1) of Law Number 19 of 2016 concerning Information and Electronic Transactions. The problem in this thesis is how to enforce criminal law against the crime of online buying and selling fraud by the Sleman Police? and what are the inhibiting factors in enforcing criminal law against the crime of online buying and selling fraud by the Sleman Police? This study usesfield research with the nature of research in this writing using descriptive. For the data sources used there are primary, secondary and tertiary data sources. Primary data were obtained from interviews and questions and answers with the Unit III TIPIDTER (Certain Crimes) Sleman Police. The data analysis technique of this research uses qualitative analysis techniques with deductive methods. Based on the results of research and discussion, it can be concluded that the efforts made by the Sleman Police in enforcing the law against online buying and selling fraud are through (a) preventive measures, (b) repressive efforts, (c) virtual progo operations and (e) cooperation with the Communications and Information Technology. Inhibiting factors in law enforcement of online buying and selling fraud are (a) law enforcement factors, (b) lack of facilities and facilities that facilitate investigations, and (c) community factors. based on the analysis and conclusions, the compiler's suggestion is that the Sleman Police need to add special members who are familiar with ITE, and must coordinate with other agencies such as banks and Kominfo
